Born in Eligible County, living in ineligible country, can i apply for the DV Lottery?

Born in an eligible county, now I am living in an ineligible country, can I apply for the Lottery? DV Lottery will allow people born in eligible country to apply for the DV Lottery. For example a person was born in Nigeria and lived all his life in India because of his father's business nature.

So the person can enter for the next coming dv lottery as his birth country is eligible to participate in the visa lottery program. If any of his siblings were born in India, they too can apply claiming their parent’s birth country. Indian born person can't enter this lottery but if the person is married to a Sri Lankan woman he can apply for the lottery claiming his wife's country. But if he wins the diversity visa lottery and received the immigrant visa, then he must enter USA along with his wife.

He can't enter in to USA alone when he claimed eligibility through his wife. For the DV Lottery, Russia and Kosovo are accepted as eligible countries and there are no other changes in the country list so far.
