The country which is eligible and which is not eligible for to participate in the DV 2011 is still not announced by the U.S State Department. They are the one who decide which countries are participating and which countries are not participating in the DV Lottery each year by using a unique calculation.

Normally people born in the following countries and their territories are excluded from participating in the US Diversity visa lottery. If you are native of one of the following countries, Brazil, Canada, China (Mainland-Born), Colombia, Dominican Republic, Ecuador, El Salvador, Guatemala, Haiti, India, Jamaica, Mexico, Pakistan, Philippines, Peru, Poland, South Korea, UK (except Northern Ireland) and its dependent territories, or Vietnam, you are not allowed to participate in the DV lottery 2010.

The reason is that these countries had legally sent more than 50,000 people within the last 5 year period in to the U.S.A. The American Government operates this DV visa lottery program to allow more people from countries which are sending les people in to USA. This is to maintain the diversity ratio of the people living in the U.S.A
